My corgi's ears did not perk up until he was 8 months old- believe it! I thought they would certainly not and was so accustomed to his little floppy ears, long body phenomena. It took me getting used when they did actually rise. I guess my advice would be don't massage- the vet/breeder told me it can actually damage cartilage.
